• Construction of Cattle Pounds at district level for stray cattle. 

• Strengthening of existing gaushalas. 

• To ensure proper utilization of cow cess for cow welfare in areas under various ULBs. 

• To ensure proper management and care of infirm and aged cows maintained by any institution by registration, proper supervision and inspection of institutions.

 • Promotion of cow health, Implementation of various schemes for the welfare and development of cow through Animal Husbandry Department. All the Deputy Directors, Senior Veterinary Officers and Veterinary Officers have been designated as Animal Welfare Officers in their respective areas.

 • Police department has constituted district level Cow Protection Cells for effective control of cow slaughtering and smuggling. To control cow slaughtering and smuggling by activation and strengthening and monitoring of performance of Cow Protection Cells established in the Police Department at District Level. 

• Efforts will be made to free gochar/gocharand lands from illegal encroachments so as to use them for cow welfare. 

• Efforts will be made to establish gaushalas in PPP Mode.
